Carter is a co-founder of HydeParkAngels.com, an angel investor network in the U.S. Midwest.
He was a member of the Chicago Mercantile Exchange (CME) and traded his own account for 24 years. He is the author of the Points and Figures blog, which he calls "An irreverent Look at Economics, Finance, Trading and Politics.
Carter is a trustee for the National World War Two Museum in New Orleans.
Carter has been a director of the CME's political action committee. He also served as a member of the board of directors of the CME from 1998 to 2001.
Carter graduated from the University of Illinois with a degree in marketing. He spent one year at the U.S. Air Force Academy on a basketball scholarship, but came home after experiencing homesickness. He attended a junior college, then moved to the University of Illinois.
